It's now a punishable offense in Virginia schools just to touch another child.

"You get into shades of gray," Hernandez said. "The kids say, 'If he can high-five, then I can do this.' "

Umm, it's a child. You simply say, no you can't do that. How are they supposed to learn proper social interaction?

I read the whole article and I think the overcrowding is the reason and some parents are petitioning the board. I can see the school's point of view to avoid escalations of things like pokes turning into fights. Also bloody knuckles where kids slam their knuckles until or hard enough to bloody them. reason is below::: overcrowding

Deborah Hernandez, Kilmer's principal, said the rule makes sense in a school that was built for 850 students but houses 1,100. She said that students should have their personal space protected and that many lack the maturity to understand what is acceptable or welcome.
