I feel officers would be negligent if they did not try to master the slang of the neighborhoods they work in, but only if they expect to have significant contact with the public. Any good bookstore will carry dozens of these for various languages and regions.
But, I have to wonder how long it will be before Revs Al & Jessie have something to say about this.

A few years ago there was debate on whether to teach ebonics in school. Cops need this advantage in order to remain effective in the field. Unfortunately, they probably should have known anything with the slight hint of racism can set off a firestorm in todays society. They should have just kept their handbooks at home.

It makes perfect sense for LE to have something such as this! If the kids have their own language/slang then wouldn't it make sense for officers in a predominately AA/Hisp school to KNOW what the kids were talking about right in front of them?
How is this any worse than having a hand book on "!?!Que PASA!?!" so they know whats being said in the spanish speaking population of the school?
My wife is a middleschool teacher with a good number of hispanic girls who until recently did not know their English teacher spoke fluent spanish. Needless to say the girls got very quiet when reprimanded in their native tongue.

You there, do you live in America? speak english please! If I moved to Mexico, I know they aren't gonna go out of their way to teach people english for our sakes. If you come to America, speak english, plain and simple. A good example: When I was in Atlanta for a business conference, Me and my wife were heading to the Marta station (Public rail train) in Doraville....we passed entire Neighborhoods with stores, public buildings...etc that were all in other languages! there was NO english at all in that area. Even the police cars were lettered in Korean! Something was REALLY!! wrong with that picture. Now before you go flame me as a racist, foreigner hating person, please understand this. I think it is very important for people to maintain their cultures traditions but when your here, speak our language. Much like we have to learn your language to go and live in your country.
As for Rev Al sharpton and Jesse Jackson, they are two of the most incredibly stupid people on the planet. My blood pressure go up 20 points when I hear about how they are on a "crusade to fight the struggle against our brothers and sisters." OMG!!!!!!!!!!!!!!!!!!!!! Now, mind you i'm not a racist person but I hate all stupid people equally. I can't post what I really think about these 2 fine pieces of useless human beings because I know some of you would take some serious offense.

Negligent. Really? hmmmm.

English is the usual and customary language in this country. Use it.
As for Rev Al Sharpton and Jesse Jackson, they are two of the most incredibly stupid people on the planet. . . . . . Well, they may appear to be stupid from our perspective, but they're not.
Those two are, among other things, very successful con artists. They aren't stupid; they're smart enough to get away with it.
