We spent a ton of money building new flower beds last spring. And now are dogs are destroying them. My mother suggested me sprinkling cayenne pepper in the mulch, but that hasn't worked. Any suggestions?

Daisy Red Rider BB guns. Catch them in the act and pop em'. You can purchase them for about 30 bucks at walley world (I don't trade there).
shoot em' right in the hiney or on the hams. It's not powerful enough to penetrate their skin. You need to be at a distance of about 30 ft.
After 2 or 3 pops they'll get the picture.

im a firm believer in a water bottle
that pisses them off beyond belief without actually hurting them
pretty soon theyll run from you every time they see you with it
oh...and sit it next to you in the living room...randomly look over at the dogs and start petting the water bottle
their ears will go straight back and theyll run like hell

Naw, man, you never need to hurt a dog to train him.

Dog training 101:
If you whop the animules for doing something they think you are just whopping them.
I've got a bunch of big planters and flower beds at my house and my Mother's house. Over the years I have found two things that seem to work fairly effectively.
Black Pepper, and a lot of it. Buy the cheapest you can find because you want to put a larger quantitiy out. I buy a big box shaker and will use the entire thing in short order, depending on which place the dogs were fond of at the moment.
Secondly, after doing fencing projects I keep the short pieces of barb-wire just for patching and for animule training. Normal people won't notice this much and who cares if they do but barb-wire will stay in a small circle, it's its nature, so you just lay a few pieces in various spots where the dogs have taken to laying and digging. Mostly they are going to be attracted to places near plants that are either under the plants or between the eaves of your house and the plants.
Good luck.

Yep tried that once too and didn't work. A BC I had love the stuff.
I know they hate a product you can get at Pet Smart called Bitter Apple.

Found this one....
Jerry Baker's Recipe
2 1/2 parts Flour
1 part Cayenne Pepper
1 1/2 parts Dry Mustard Powder
Sprinkle around the area as needed.
If it rains, it will have to be replaced.

untrue
ive tore into our dogs ass a few times for doing various things like jumping up on people, trying to open the screen door and haul ass, actually hauling ass to the neighbors when he got loose, not holding still when i go to put his leash on to take him outside...etc etc
well he rarely jumps up now, only when prompted by my woman because for some strange reason, she enjoys it.
he made a break for the screen door a few days ago and i just gave him the look and he turned back
when he gets loose he comes back pretty quick now, im working on getting that time down...a few more ass beatings and i think ill be there
and he sits his ass down when its time to take him outside...most of the time without even telling him
and i dont even really hit him all that hard...i just use the leash or my hand...its just the idea that im doing it that gets him...
hell...i hit the pitbull harder on the ass when im petting her...she loves getting her ass beat for some reason...i think shes a masochist...

Why is it that dogs hate being sprayed so much, seems like a weird phobia that all dogs share. You would think maybe one or two dogs would indulge the nice cool water on a summers day.

he may not be doing anything wrong at that particular moment...but he is thinking about it
i see it in his eyes...he is wildly transparent
he is much better behaved now though.
compliance through intimidation is always a fun thing

My lab hates a water hose...I don't know why...she cant stand it. If I pick it up she runs off with her tail tucked. I wonder sometimes if when she got out someone either sprayed her or beat her with one. She doesn't mind the water though. Crazy bitch swam the Pascagoula river one day. I took her over to the pond a couple of weeks ago and she swam in circles out in the middle for 45 minutes......crazy ...

Spray bottles work on cats, too. Just a little squirt of water was annoying enough to teach one to stop climbing on the dinner table. The moment he set foot on the tabletop, someone would grab the bottle and after a few squirts he'd go running as soon as he saw someone reach for it, whether he was on the table or not.
I was going to recommend the cayenne pepper too. It worked in my family's garden to keep deer and squirrels away. If it isn't working, you might just not be using enough. I remember we got a big economy-sized shaker bottle from the Dollar Store or something and poured that stuff all over the ground around the plants.

Gotta go with King here.
My grandmother had a flowerbed in our old yard. My little shit-eater used to chase the kitten around the yard, and if she led the dog through the flowerbed, the dog got his butt popped. It only took a couple times for the dog to figure it out.
The kitten was too small to do the flowers any harm, so we didn't bother her about it. To her credit, she figured this out as well. So, when the chase was on, she'd make a bee line for the flowerbed. Peewee, the mutt, would lock up his brakes at the edge of the flowerbed and just circle it waiting for the kitten to come out.
Disciplining a dog isn't all that much different than disciplining a 2 year old. They're both a lot smarter than you give them credit for. They learn quick how to associate, be it the slap on the ass, the water bottle, ye olde rolled up newspaper...whatever. And just like a young'n, they'll love you even more for the effort.

I can't help but laugh. That's funny! I made a similar statement, as a joke, to my wife about our baby. 'Mary, training a baby is like training a puppy. When he misbehaves, just crack him on the nose with a rolled up newspaper.' Boy!!! She didn't find that funny one dayum bit!! Course the madder she got the more I giggled until I was into a full blown side splitting laughter. Oooooh the price was high.
Course, this is the same naive 20 year old who asked me, the day after Michael was born, if we wanted to have him castrated. The doctor needed to know. Without cracking a smile........."I think that's a good idea, Mary. Tell the doctor you want Michael castrated." OH CHIT!! I walked into the hospital room the next day and everything in the room down to the bed pan, came flying at me. She wasn't amused at my attempt at humor, apparently.

First it was our 7 month old puppy digging holes and chewing the shrubbery... now our "old" dog is lying on the bushes that haven't been destroyed. But they both know they're wrong bc as we pulled into the driveway after church today, they both ran. We're just not home enough to stay on them. I'm off this week and I plan to teach them both a lesson.
