Somebody checked it or it's staged. The dog in the road is moved in the pics and isn't bleeding from anywhere. I call bs.

The people are too busy taking pictures...they must think it is funny or something because they do NOT look concerned for the health or safety of either of them

My guess is the dog got hit, and the other one won't let anyone near it...He looks to be guarding it. But I may be wrong...

I can't say for sure that the one laying down is dead. Ther is no blood, and it looks as if it has moved around a bit.

Also, had that happened in the US, both those dogs would be dead as the next vehicle around would have taken out the one still standing. The only pictures would have been the ones of the person that did the hittings front bumper.

It looks like that other dog is growling like it's trying to protect it's buddy. Not sure if the other dog isn't dead. The dog that's alive may have been pulling on the dead dog trying to get him up....may explain why it looks moved. You can see him pawing at it. Dogs don't know that you aren't supposed to move someone injured.
