Who is this Alderman Mike Draugn, and what relevance does he have in the case. Was he there to witness it? Where was his video camera?

Draughan was on the board of aldermen in Petal and I guess since O'hara was suing everybody involved in city government in Petal, he was added too. He probably did it to keep him out of it when it reaches court. He has a jaded past with Petal PD.
