Throwing more money at education, won't fix the problem, as you stated "it needs to be spent better". I don't know the answer, but a system set up to where you HAVE to completely exhaust your budget each year, IMO is a system set up to waste alot of money

MS could start a lottery I guess. I've seen some wasteful government spending...there was an account that had 600 bucks left in it for office supplies. Purchased was about a mile and half worth of caution tape and paper clips. I just guess I'll never understand. It's not like I'm against education, but when the money isn't there it's just NOT there.
