If the presidential search works similarly to the professorial searches that I've been a part of, then yes...she applied. You don't get into the pool without sending in your application materials.

As I understand it, her husband has now retired, so it makes sense that she would come home. Note also that each move is a move up. If she were a business person, no one would question the moves.
